Drought Resiliency Plan
Drought is a recurring challenge in Riverside County, making it important to plan ahead for potential water shortages and protect access to safe drinking water. California’s SB552 was enacted to strengthen drought preparedness for state small water systems, domestic wells, and rural communities that are often more vulnerable during dry conditions.
The Department of Environmental Health (DEH) supports this mandate by protecting public health, assessing water system vulnerabilities, and coordinating drought response activities. This webpage provides residents, water systems, and stakeholders with clear information, resources, and reporting pathways.
Dry Wells
Due to ongoing drought conditions in California, groundwater levels have declined, causing some wells to produce less water or go dry. Click here for guidance on evaluating well issues, exploring repair or replacement options, and identifying available funding assistance.
To construct or destroy a well, you must first contact a Registered Well Driller to assist in preparing your application submittal. Please refer to the Registered Well Drillers List to find C-57 licensed well drilling contractors approved to operate within Riverside County.

State Small Water Systems
A State Small Water system means a system for the provision of piped water to the public for human consumption that serves at least 5, but not more than 14, service connections and does not regularly serve drinking water to more than an average of 25 individuals daily for no more than 60 days out of the year.
