The Riverside County Local Primacy Agency (LPA) has been delegated primacy from the State Water Resources Control Board, Division of Drinking Water to provide regulatory oversight and inspect all Small Public Water Systems in the county.

Application Process
A Riverside County Environmental Health Permit is required to operate a Small Public Water System.
New Systems:
- Submit a Preliminary Technical Report (PTR) (6 months prior to construction) and applicable plan check fees.
- Upon acceptance of the PTR, submit a Technical, Managerial and Financial (TMF) capacity assessment report, with engineered plans of the proposed water system.
- Upon approval of the TMF, apply for a Domestic Water Supply Permit and submit annual permit fee.
Change of Ownership:
- Submit a Technical, Managerial and Financial (TMF) capacity assessment report with applicable fee.
- Upon approval of the TMF, apply for a Domestic Water Supply Permit and submit annual permit fee.
Operating Requirements
All Small Public Water Systems in Riverside County are required to Comply with the California Regulations Related to Drinking Water pertaining to the system classification.
