Plan Check

Plan approval must be obtained from the County of Riverside, Department of Environmental Health (DEH) before constructing or remodeling any building for use as a food facility. Plans may also be required if DEH determines that they are necessary to assure compliance with the requirements of the California Retail Food Code, including, but not limited to a menu change or change in the facility’s method of operation.

DEH is responsible for all plan check and field inspections for all new facility construction or remodeling of existing facilities. We provide consultation as part of the food facility plan check process for remodeling and/or new construction. Plan approval must be obtained from the County of Riverside, Department of Environmental Health before constructing or altering a swimming pool, spa, etc. or associated structure or equipment (such as fencing and decking).

The majority of facilities that handle hazardous materials and/or hazardous waste do not require the submission of plans to the County of Riverside, Department of Environmental Health. The exception is for facilities with underground storage tanks (USTs). Please see below for further information regarding UST plan check.

Before issuing a business license, some cities will require a permit clearance, meaning proof from the County of Riverside, Department of Environmental Health that plans are not required. In this case, it will be necessary to visit a Hazardous Materials Branch Office and speak with an inspector. Be prepared to show the documents from the city indicating that you are applying for a city business license.  Additionally, be prepared to answer questions regarding the nature of your business. An inspector may determine that (1) no permit is necessary, (2) an inspection is necessary to collect more information, and/or (3) require you to obtain a permit from this Department. In some instances the submission of a Business Plan will be necessary.

Owners/operators who wish to install, repair, or remove USTs are required to submit plans to the County of Riverside, Department of Environmental Health before starting any work. The Hazardous Materials branch is now accepting electronic UST plans. Check out our UST program for more information.
