Backflow Tester Certification Program

Protection of the water supply from contamination is the responsibility of the water supplier. Backflow preventers help ensure this is conducted, so proper operation and maintenance of these devices is required. Backflow preventers shall be tested at least annually or more frequently if determined to be necessary by the health agency or water supplier.

How to Become a Certified Backflow Prevention Device Tester

As of July 1, 2025, all backflow assembly testers must be certified through programs recognized by the State Water Resources Control Board (SWRCB). By July 1, 2027, these certification programs must also be ANSI-accredited. This ensures a standardized level of competency among testers and specialists. Proof of a current, recognized Backflow Prevention Assembly Tester Certification shall be required along with valid color copy of a California issued identification or driver’s license. For more information, visit the SWRCB website.

  • New certification cards will be issued to applicants that complete the steps above.
  • You can become certified during any time period.  No longer quarterly.
  • Certification is valid up to 3 years.

Please be advised that the certificate holder shall bear the responsibility of ensuring all required licensures and certificates are kept current. Should any of these lapse, the Riverside County Backflow Device Tester Certificate issued to the certificate holder shall be rendered null and void.
