Operating as the Local Solid Waste Management Enforcement Agency (LEA), this Department is certified by the state agency of Cal-Recycle to regulate landfills, transfer stations, composting sites and other specific solid waste activities under state laws and regulations. The staff regulates the land application of manure and biosolids as directed by county ordinance. The program also administers the waste franchises governing the collection of solid waste in the county areas.
