If you are permitted for activities like storing hazardous materials, generating hazardous wastes, or maintaining underground storage tanks, you will notice a small fee change on your permit invoice. Effective July 1st, 2021, CalEPA has increased the annual State Surcharge from $49 to $84, with the increase allocated as follows:
$27 for the California Environmental Reporting System (CERS) NextGen project; and
$8 to address the structural deficit related to the State Certified Unified Program Account (SCUPA)
CalEPA will assess the proposed surcharge for the CERS NextGen project for four years, beginning Fiscal Year 2021/2022. In Fiscal Year 2024/2025, CalEPA will adjust the Oversight Surcharge to only cover costs for the ongoing maintenance and operations of CERS NextGen.
Riverside County Department of Environmental Health collects this surcharge on behalf of CalEPA as a line item on your permit fee invoice (identified as “CalEPA Surcharge” on your invoice). Every month we send a check to CalEPA for all of the surcharge fees collected and we report to them annually how much surcharge was collected and remitted.
