Steve Horn
Deputy Director, Business Operations & Finance
Mr. Horn is responsible for management and oversight of the Business Operations and Finance Division of the department. This includes leading department personnel within the Special Projects and Fiscal groups. Prior to this appointment, Steve spent the past five years in the County’s Executive Office where he managed several county land-use/environmental policy programs and was the departmental budget analyst for multiple county departments. Steve also provided leadership and guidance on several county technical advisory committees ranging from air quality to health services delivery.
Steve graduated from J.W. North High in 1995. After serving in the US Navy, he received his B.A. degree in Environmental Studies and Masters in Public Administration from California State University, San Bernardino. In his spare time Steve enjoys traveling with his family, enjoying the great outdoors, woodworking, and making serious attempts at reducing his leisure reading backlog.
