The Department of Environmental Health is a fully self-sufficient department that reports directly to the Riverside County Board of Supervisors and thus, to the People of Riverside County. Our management team includes a director and three deputy directors.
Our Management Team
Steve Van Stockum
Mr. Van Stockum was appointed the Director of the Department of Environmental Health on January 1, 2009. Steve has worked in the field of Environmental Health since 1980, with 7½ years in San Bernardino County and 29 years in Riverside County. In San Bernardino County, he helped establish the Hazardous Materials and Waste Management Programs and served 3½ years on the Emergency Response Team. Prior to being promoted to Department Director in Riverside County, Steve served as the department’s Deputy Director for 18 years. He has worked in virtually every program in the field of Environmental Health and strongly believes in building relationships with other departments, businesses that the department regulates, and the citizens of Riverside County.
Steve is a native of Riverside, attended Notre Dame High School (class of ’75) and graduated from U. C. Riverside in 1979 with a B.S. in Biology/Zoology. Steve has two daughters, and has been married for 31 years. He is active in the community, and has many interests including the restoration of classic cars.
Deputy Director, Business Operations & Finance
Mr. Deines manages the Business Operations and Finance Division comprised of the Fiscal, Special Projects and Information Technology programs. Dean comes from the County Executive Office where he spent 22 years supervising budget analysts, the County’s Finance and Land Secured and Policy & Planning sections.
Dean is a California native. After serving 7 years in the U.S. Army, Dean earned a Bachelor of Science degree in Computer Science from California State University, Fullerton and an MBA from National University. Dean has been married for over 30 years and has four sons. Dean is an avid baseball fan and enjoys running and martial arts.
Deputy Director, District Environmental Services
Mr. Jones leads a Division that is comprised of multiple County-wide Environmental Health programs. These programs are responsible for regulating retail food facilities, public recreational waters, organized camps, vector control, mobile home and RV parks and retail tobacco within Riverside County. Keith’s management philosophy is to protect public health in a business-friendly manner through high caliber personnel.
Keith is a Southern California native and a graduate of Norco High School (’82). He has earned college degrees from Riverside Community College, San Bernardino Valley College, California State University Long Beach, and an MBA from California State University San Bernardino. On a more personal note, Keith enjoys spending his leisure time in the great outdoors.
Deputy Director, Environmental Protection & Oversight
